vapes and vape pens usually have a light indicating when the firing button (on/off button) is pressed. This button activates the heating element in the vape pen so that the substance can start to vaporize. There is a maximum amount of time that the heating element can be activated due to safety (so that the vape doesn’t overheat/explode/fry components).
This automatic shutoff also prevents any damage if the vape is in your pocket and the firing button accidentally gets pressed/held down. When you reach the maximum time of holding the firing button, the light blinks indicating that the firing button will not work again (no more vapor will come out) until you release the button and press it again.
Basically when you hit your vape so long, it automatically shuts off and the indicator light blinks – aka ‘hitting a blinker’.
As others have stated, yes the term ‘hit a blinker’ is usually used for THC burning devices, but most disposable nicotine vaporizers do blink at the maximum time limit as well, so I said ‘substance’ when referring to whatever is being vaporized.
And for those asking, in the food service industry a #top refers to the number of people seated in a party/table. A 12 top is 12 people, 7 top would be 7 people, etc.
So the joke in the pic from OP’s post is that the guy just took a big hit from his (likely THC) device and now has a huge table (12 top) to wait on, which can get hectic, even moreso if you’re impaired
